Sim City 5 help

I've been playing Sim City 5 since my new internet connection The only problem is that I've built a "Great Works" (International Airport) For some reason, the building of the airport hasn't begun because it needs resources from my city, even though I've set them to export Can anyone tell me where I'm going wrong?
