What cloud formation is this?

I saw this over the Irish sea on the way to work this morning, anyone any opinions? I don't think I've ever seen a formation like this. :confused:

Looks like stratus with cumulus fractus to me?
Fair weather clouds, could be a nice day if the stratus clears.
