Sync vs Actual Speeds

I received my eFibre order yesterday, and the download is perfect! But the upload is maxing out at 10mb/s, instead of 15. I've tried multiple servers, different websites and actually just uploading things to youtube etc, and I can't get it any higher. The modem is syncing at 50mb/20mb, with a max possible of 120/30.
