Council Guy with orange marker ?

Hi Guys, There's been a Limerick Council guy in my estate for the last two mornings - he seems to be laying an orange circular marker ( about 6 inches across ) on the path outside houses and taking a photo of it ... What is he up to ?

Engineer or similar marking and mapping potential water meter locations??
just a guess of course, but it would do no harm to ask him maybe?
