Does anybody know if I can set up a charity (or do I need to) to help pay for 12 rescue dogs (all neutered at our own expense), and pay for all vaccinations etc. entirely out of our own pockets. Don't really have an answer to your question, but have you tried asking your local authority for help? I just read this in relation to another post.

(4) A local authority may assist any person providing homes or shelters for stray or unwanted dogs by helping that person in money or kind or by the provision of services or facilities (including the services of staff).
