Cauliflower and Calabrese not turning into heads?

Hey, My dad planted both of these around 7 weeks ago and neither of them seem to be going into heads.. Just wondering why this is ? .. The leaves just keep growing but it is not growing into heads.. Thanks, John

Just be patient There is the possibility that they are blind, but I doubt it.
