Gamepad to Keyboard input

Does anyone know any Gamepad to Keyboard profiling software that allows you bind a percentage of analog stick to key input? E.g. If I move the analog stick to and over 90% to the left, the "A" key is emulated? Under 90% normal analog input should be used.
