Just got this command window on my laptop today ,dont even know what it is ,and cant turn it off? Is it the virus or something?

Sounds like a type of malware.
Download and install Malwarebytes Anti-Malware from here.
Once installed it will auto update and offer to run a scan, do this.

I was recently infected with something similar, a bitcoin mining application that pretty much destroyed my OS. It's the first virus I've been hit with in nearly 10 years and I've no idea how the damn thing installed itself.

Somebody is using your pc as a remote bitcoin miner. They are making money at your electricity expense.
