    I modded the **** out of gta iv and now it is flucked. Can I just download it again off of steam?

    Yeah, it's no problem downloading from steam again. I would advise making a copy of the GTA IV folder (The new on of course) and modding just the one. That way you can have a clean back-up ready without waiting for a download

    Right click the game, choose "Delete Local Content...". Then double click the greyed out GTA IV entry in your Steam client and follow the wizard to download it.
