fuel pump ?

Hi a friends car had some problems starting and he had to hit the fuel tank area with a hammer to start it. We changed the fuel pump and it now won't start at all, either with the new one or the old one. We tried both off the battery and they worked. We tested the voltage on the wires and got 2 readings of 3.6 volts each…

Hi a friends car had some problems starting and he had to hit the fuel tank area with a hammer to start it. We changed the fuel pump and it now won't start at all, either with the new one or the old one.

We tried both off the battery and they worked. We tested the voltage on the wires and got 2 readings of 3.6 volts each and a reading of -8.

Are these normal?
