Why are animated GIFs still so crap?

Seems odd that even these days with fast internet animated GIFs take an age to load, sometimes almost frame by frame. We have videos that take up larger file sizes in higher resolutions that load and play quicker. I presume it's to do with the encoding/compression. Why hasn't a different format taken over? I presume it's to do with the encoding/compression. Why hasn't a different format taken over? I think there's such a thing as animated PNGs no?

The demand may have stalled for a period when people realised how gammy they were as part of a webpage design but there are now massive communities where people share them.
