Any local firms that would do a free consult/survey of an apartment to see if it complies with current fire and H&S standards?

I need a written report to present to my landlord and RAS to get the landlord to make some changes.

As in, come and inspect...write a report, if the landlord agrees to make changes the company that wrote the report would do the work.

Anyone use local businesses for this purpose?
