I formatted an 8GB sd card and now it's stuck at the 63mb and can't recover the other 7GB. Is there any way to recover the other memory?

I bet you tried installing some Linux software on it ?
Maybe XBMC for Raspberry Pi ?

The installer probably repartitioned the SD Card.

If it was XBMC, see the FAQ here
XBMC FAQ entitled "Q: Help! Windows only sees around 60MB on my SD card".

In fact, you could probably download and run that XBMC installer if you didn't want XBMC, just to use that option "Restore SD card for formatting" to solve the issue.
