Parking around Nolan Park for Springsteen Gig

    Hello,

    I'm driving up from Cork on Saturday morning for the gig and I am wondering if there will be parking available in or around Nolan Park?

    There is a Park and Ride facility for the concert at Cillin Hill (on outskirts of the city, Carlow Road, beside Lyrath Hotel) . Will be well signposted.

    Awkward coming from Cork though. Best bet for you is James Park on Freshford Rd coming from the Motorway. 15 min walk to Nowlan Park and it will be faster walking back there after rather than being stuck in traffic.

    Bruce Springsteen,
    Nowlan Park,
    Kilkenny

    On Saturday 27th & Sunday 28th July 2013.

    (A) Route to and from the Concert.

    1. Twoconcerts are due to take place – one on Saturday 27th July 2013 and Sunday 28thJuly 2013 – a crowd of over 25,000 is expected on each day.

    2. Theconcert is taking place at Nowlan Park GAA stadium and as a result the trianglearea around the stadium (Hebron Rd, O’Loughlin Rd) there will be restrictedaccess up until 12 noon on Saturday and Sunday, then these roads will betotally closed to vehicular traffic from 12 noon to midnight on both nights. Asa result there will be some disruption to residents in the area. The organisersare to be issue passes to residents which will assist in allowing them throughthe cordon at designated times.

    3. Traffictravelling to the event will be directed along designated routes to ensure thatthey arrive at the car park designated for that route. Each route will becolour coded and will coincide with the car parks in that area.

    4. ProposedTraffic routes are as follows –

    · Traffic from Tipperary/ Clonmel travel in toKilkenny on N76 and park in designated car park at St. James’ Park– Blueroute

    · Traffic from Waterford will travel to Kilkennyalong M9 to Danesfort and then in on N10 to Nuncio Road – parking will beprovided at James Stephens GAA grounds, Nuncio Road, Kilkenny or KilkennyRugby club, Foulkstown, Kilkenny (Park n’Ride) - Yellow Route

    · Traffic from Wexford will travel along R700through roundabout onto Bennettsbridge Road and will use car park at NuncioRoad – Green Route

    · Traffic from Carlow and east will travel in onR712 to Cillin Hill car park (Park n’Ride) or Clara GAA (Park N’Ride) – Purpleroute

    · Traffic from Dublin will travel down on M9 andinto Kilkenny ring road along N10 to St Canices Hospital or diverted back outto Cillin Hill car park via Ring Road depending on capacity. Orange Route

    · Traffic from Midlands will travel viaCastlecomer and N77 to Kilkenny ring Road and will be diverted to car park atOrchard Bar Car Park, New Orchard Road– White Route

    · Traffic from North Tipperary Limerick willtravel via Freshford are in to Kilkenny and be directed to car park at St JamesPark - Red route

    · Buses travelling to the concerted willhave a dedicated bus parking area at the Old Cattle Mart at the junction of theCastlecomer Road and New Road.

    5. Signage– all routes to and from the concert venue and car parks will be clearly signed– the organisers in conjunction with An Garda Siochana will ensure adequatesignage is in place the day before the event to ease traffic flow and forinformation of patron attending the event – and more especially as patronsleave the event to return to their vehicles.

    6. At7am on the mornings of the event, Hebron Road and O’ Loughlin Road will beclosed to vehicular traffic by means of barriers being placed across the roadsconcerned. Gardai in uniform backed up by stewards will man each barrier.The alternate route will be via Pennyfeather Way between Hebron Road andBallybough Street.

    7. Localresidents will be allowed through the barriers at the junction of ‘O LoughlinRoad and Hebron Road on production of vehicle or resident passes. PSVvehicles and taxi’s will also be allowed through the cordon where it is shownthey are collecting or dropping off residents. From 12 noon no vehicleswill be allowed through cordon.

    8. Theemergency route to St. Luke’s Hospital will be O’ Loughlin Road / PennyfeatherWay / Newpark Drive / New Road / Greensbridge / Troysgate and onto theFreshford Road. Parking is prohibited along this route and will bepatrolled by Garda motor cycle to ensure compliance. Gardai will also bepositioned at strategic points along the emergency route to ensure nounauthorised parking. An alternative route could be made available fromDublin Road, Wolfe Tone Street, Greensbridge and onto the Freshford Road. Thiscould be achieved by utilising one other member to keep Wolfe Tone Streetclear.

    9. Parkingwill be restricted as follows:-

    · O’ Loughlin Rd. - From 7am

    · Hebron Road. - From 7am

    · Dublin Road ~ Both Sides from O’ LoughlinRd. to John St Lights - From 10am

    · Dublin Road ~ City side from O’ Loughlin Rd toCarlow Rd. Roundabout - From 10am

    · Castlecomer Rd. ~ Army Barracks Side -From 10am

    · Wolfe Tone Street ~ Padmore & BarnesSide - From 10am

    · Troysgate ~ Southern Side - From 10am

    · Bishopshill ~ Both Sides – From 10am

    · Dean Street ~ Northern Side - From 10am

    · Vicar Street ~ Both Sides – From10am

    · Pennyfeather Way ~ Both Sides – From10am

    · Newpark Drive ~ Both Sides - From 10am

    · New Road – From 10am

    10. Parkingcones will be placed at all locations where parking is prohibited underthis plan.





    (B) Parking.

    1. Thepromoters have provided the following list of parking areas for concert goers –

    · A coach park will be available for coaches atthe site of the Old Cattle Mart, (Junction of Castlecomer Rd and New Rd).Coaches may be drop off and pick up at this location.

    · Cars will be accommodated in the followingareas:

    o StCanice’s Hospital

    o St.James’s Park

    o OrchardBar Car park

    o Waterbarrack

    o JamesStephens GAA Grounds Nuncio Road

    o CillinHill, Carlow Rd, Kilkenny.

    · St James Park, St Canices Hospital, Cillin Hilland Orchard Bar Car Park are outside the city centre.

    · A Park and Ride facilities will be operationfrom Cillin Hill, Clara GAA pitch and Kilkenny Rugby Club. Buses will enteronto the Hebron Rd and deposit persons at the entrance to the Hebron Ind.Estate. This will also be the pick up point after the concert.



    (C) Public Service Vehicles.

    1. Therewill be no disruption to designated public service vehicles stands. The onlystipulation is that they will not be allowed inside the Garda

    Cordon after 12 noon on eachconcert day.



    (D). Emergency Vehicles.

    1. Allmembers in uniform will respond to emergency vehicles and ensure their freepassage through junctions. Members will respond and take active control ofjunctions to ensure passage. Emergency route will be manned at all times from12 noon each day until stand down.



    (E) Tow Wagon.

    1. Atow wagon will be available if required. Any member seeking to have a vehicletowed away will request the services of the wagon through the control room atKilkenny Garda Station. A parking ticket will be issued to vehicles in advanceof the vehicle being towed.



    (F) Powers of the Gardai.

    1. Theprovisions of Section 91 of the Road Traffic Act empower Gardai, in uniform, todivert, regulate and control traffic and to regulate and control the parking ofvehicles. The Criminal Justice (Public Order) Act, 1984 provides additionalpowers.



    (G) Other Events

    1. TheTri Grand Prix Kilkenny Triathlon is taking place on Saturday 27thJuly 2013 and the traffic plan for this event will feed into the plan for

    the concert.

    The concert is taking place at Nowlan Park GAA stadium, Kilkenny.

    Traffic travelling to the event will be directed along designated routes to ensure that they arrive at the car park designated for that route. Each route will be colour coded and will coincide with the car parks in that area.

    Traffic routes are as follows –

    a) Traffic from Tipperary/ Clonmel travel in to Kilkenny on N76 and park in designated car park at St. James’ Park– Blue route
