Timeout to www.outlook.com + others

    From my home broadband service (Vodafone) I am very rarely able to reach www.outlook.com from any device.

    I ran a tracert, and the request timed out. (Can post here if it helps). This occurs with some other sites, www.adverts.ie is one, but after a few F5's it eventually gets through. Outlook.com is a tougher one to reach.

    Is this a DNS issue with my provider?

    If it was a DNS issue, it wouldn't be able to resolve it at all so as to begin the trace.
