Irish Water - legacy issues with private seage networks

    Has anyone any knowledge on how Irish water will tackle legacy issues from the boom ghost estates. In particular sewage. Most of the problems seem to be caused by the government privatising building control. In effect architects signed off on services without checking. When problems occur often architects have gone bust so there insurance isn't valid. The local councils think this is a mess but aren't willing to help. The law states poluter pays however this seems harsh on residents unaware of problems when they bought. Also how can they enforce payment realistically when people won't pay

    That part is easy anyway.. they've set the precedent already - simply have Revenue deduct at source like they are doing with the Property Tax.

    Yeah but I am talking about fixing sewage schemes that would be 10s of thousands
