Planning authority change of use

I'm looking at a former restaurant that became available for rent. I want to go in, use the kitchen as a production kitchen to produce food both for on site sale and supply to other buyers as well as running a cookery school and a cafe. Will I need to apply for a change of use? If so how long does it take planning…

If the "restaurant" has already restaurant, restaurant planning, than you are OK. The only thing you need to make sure is that your supply chain is HACCP approved.
