    +1 we see this over and over again , most of the time the good tenants find work and rent privatley just to escape the trap, which unfortunatly sometimes leads to old / disabled people who are unable to work being surrounded by the scum of the earth intimidating them. I think the real solution is no more council estates / flat blocks, the ability to take houses off troublesome tennants , sparse social housing in private estates (not just one back corner or the front row of houses etc..) and decentralising the issue and spreading out the longterm unemployed accross the province theyre in , instead of ending up with concentrated slums.
