Hi all! We have been experiencing an issue on site where threads have been missing the latest postings. The platform host Vanilla are working on this issue. A workaround that has been used by some is to navigate back from 1 to 10+ pages to re-sync the thread and this will then show the latest posts. Thanks, Mike.

president signing a bill

    When the President signs a bill, does it become law from when (s)he finished their name, or does the fact need to be published somehow or is it effective from midnight?

    Is there a protocol or law describing how it works, or is it a common law thing?


    I'm thinking about the case where the President signs a bill in some private room, last thing at night, and tells noone its done til the morning.

    I guess for most things it doesn't really matter, but for things where the definition of assault was messed up, I'd imagine the timing may change behaviour from criminal to legal( but still poor behaviour)

    Article 25 4 1 and 2 of the Constitution,

    4 1° Every Bill shall become and be law as on and from the day on which it is signed by the President under this Constitution, and shall, unless the contrary intention appears, come into operation on that day.

    2° Every Bill signed by the President under this Constitution shall be promulgated by him as a law by the publication by his direction of a notice in the Iris Oifigiúil stating that the Bill has become law.

    Is iris oiffiguil published daily or weekly?

    Its published a number of times per week, http://www.irisoifigiuil.ie/currentissues/

    I would assume that a law an only be enforced from after it is signed.

    It comes into effect on the day it was signed, regardless of time, but there is an argument that a person cannot be criminally liable until after it is promulgated.

    So if a new law was passed making it illegal to own an iPhone which was passed tonight but only put in iris oifigul on Monday, it would be arguably unfair to arrest me for my iPhone use over the weekend. Much would also depend on any publicity attached to the new bill before and after it is signed.
