    Hello
the cold tap in our upstairs toilet has stopped working properly (see pic)
the water just dribbles out a wee bit - no mater how much you turn it.
i was thinking of swapping it with the hot tap in the downstairs toilet,
it never gets used and is the same tap kind.
so i gotta shut off water -under kitchen sink.
then turn on all the taps to drain the tanks?
can i just unscrew it with a spanner and swap the tap around?
    Many thanks

Take the tap apart as if your replacing washer, leave the spout part on the sink.
The part you have removed with washer and handle, hold washer part and turn the handle and it should split into two parts, remove the bottom O ring on part nearest the washer. Reasemble the two parts ( washer spindle into the handle part) fully . Then re attatch it to the spout part and it should work ok.

The part I have outlined usually unscrews to expose the spindle. You will have to find something to grip it with. Be sure grip the rest of the tap, because if it turns it may break your WHB.
