Property tax on a once derelict house

    I have recently been renovating an old house for my parents to rent out. it was lived in up until 4-5 years ago. it needed a right bit of work so they said they would just leave it as was. i tidied it up and its now reasonably habitable. whats the story now with taxes and such and how do they go about registering it as a second property.
