Recommend DVR / CCTV system with audio-in / TSP compatible

Trying to help out someone with noisy neighbous (dogs)

We want a CCTV / DVR system where we have a separate audio input (we have an audio guy to help with the sound side of things)

We also want to have a strong argument re. timestamps; would the best option here be to use a DVR that is TSP (Time Synchronization Protocol) compatible, therefore could not be dismissed in court? Or any other suggestions re timestamp?

Can anyone advise if I can just simply use an NTP server such as time.windows.com, provided the DVR is hooked into a router and is online? Or must I run an NTP server locally? The issue is I need the DVR to be independently synchronized for time/date
