    A 2nd AGM (or EGM) should be held, to get a budget approved. The directors and management agent should come back with a revised budget.

    There is no committee in a management company.

    There is a board of directors and the company members.

    If a group of members have an issue, then the AGM or EGM is the place to raise these issues.

    No reason why people can't approach/contact the directors directly, and also chase the management agent to provide a better budget.
