2nd Chance Rule 2013.

    Just wanted to ask if anyone has come across this scenario in relation to being assessed as a 2nd chance student for free fees/ registration grant.

    A student left college 7+ years ago with no qualification. 5 years ago he did a part-time FETAC level 5 course over 2 years. Gets a college place to start this Sept but SUSI tells him he is not entitled to free fees/ registration grant as it is less than 5 years since he took a break in his studies.
    In other words they start counting his 'break in studies' from the completion of the level 5, not from the date he left college.

    However on the UCD website it says that the 5 year rule relates to when you left college, it doesn't mention anything about lower level qualifications making a difference to the time period.
    students who have been verifiably absent from 3rd level education for a minimum of 5 years since attempting, but not completing, a first-time degree AND who belong to one of the above categories may be considered “second chance” i.e. eligible for a further round of funding under the Free fees Initiative.
    Note that students who have already completed a first-time undergraduate degree or who have a postgraduate qualification are never entitled to further funding under the Initiative

    It's certainly arguable

    I'm not sure what level we are talking about though?

    It was so much easier to blame it on Them. It was bleakly depressing to think that They were Us. If it was Them, then nothing was anyone's fault. If it was us, what did that make Me? After all, I'm one of Us. I must be. I've certainly never thought of myself as one of Them. No one ever thinks of themselves as one of Them. We're always one of Us. It's Them that do the bad things.

    If this was the case, would progressing students not also have an issue?
