GFX card goosed?

When booting to Windows I am getting the following lines on screen. I can see Window booting behind it but then it just restarts before any login screen. (It's a friend's PC, but they don't do any gaming or anything so it's not a huge issue)

The card is rubbish anyway so not worth the hassle
