    Requirements:
-Must fit comfortably in her hand-Nexus4 is out, so that gives you an idea...probably 4" screen max.
-Must be easy enough to unlock, root & flash with Cyanogenmod
-Must be able to run CM10 (JellyBean/KitKat) without issues
-Must not cost the earth! (<€200)

    Any takers?

Samsung Galaxy S3 mini but cost would be around 250 but it would meet all your requirements

    Huawei y300.

Running CM10 (JB/KK) might not be the smoothest experience with only 512mb Ram but I've found it perfect for everything bar intensive gaming, tbh. It's €99 with emobile and you can get it unlocked online from between €2 and €6 via ebay and has a 4" screen.

Huawei will even email your bootloader code within 24 hours (they did for me anyway).
