It should be in Carlow city center. But if I'm mistaken, head up to Kildare.

I assume you're doing the assassination missions? Your HUD is on? You should have waypoints to each objective. You've 8 minutes but ya gotta do them in order, bodybuilder at the end of the open gym, dude in the yacht, then window cleaner (look up, he's on the cleaners' ledge that goes up and down, on the end windows). The biker only starts leaving when you get close enough.

No I did them ages ago - I have 2 txts from lester telling me to 1 get a particular bike in west vinewood and the other to go to the eclipse medical centre and look for dirty windows! I cannot find either

I cant remember the medical center, but by dirty windows he is referring to a window cleaner on a scaffold halfway up a tall building.
