Localizing weather project

As a hobby project I would like to write a program to compare weather predictions to actual weather to improve the accuracy by accounting for the effects of local features like mountains/sea etc.
Ultimately I would like to use the R statistical package to provide a principle component analysis to identify the most influence factors and something like Multivariate adaptive regression splines for prediction.

Has something like this been tried before?

wxsim has developed to learn from previous forecasts and actual recordings although I'm not sure what they have taken into account but might be worth talking to Tom at http://www.wxsim.com/
