    Which Universities offer the lowest fees?

    Distance Learning is an option. Currently completing a Masters in ICT in Education and casually looking at options beyond this

    I wouldn't make the cost of fees my only criterion when deciding where to do a PhD. Finding a suitable supervisor, for example, would be more important, in my opinion, as would finding an institution with the resources required for your research.

    Taking into account supervisors etc., If you are getting a PhD for €1000 less in one institution, it obviously saves €4000 over the life of a 4 year PhD

    A chunk of which you could end up spending on inter-library loans if your chosen institution doesn't subscribe to the journals you need, for example. I would definitely be more concerned about potential supervisors and available resources.

    Which is peanuts in the grand scheme of things. As said above, there are far, far more important things to consider when choosing an institute/supervisor for a PhD.

    What percentage of publications are available online these days? Someone casually mentioned recently that some of the UK institutions allow you to do a PhD for far less than here. Also the University of South Africa is being touted for a fraction of the fees but that may well bring it's own issues. Has anyone heard likewise?

    As mentioned above, you really shouldn't choose a PhD based on cost of fees. The reputation of the university and of your supervisor should be the most important consideration. A PhD from an unknown University, with a second rate supervisor isnt worth the paper its printed on. In the grand scheme of things, a few thousand euro is a drop in the ocean. Its also worth noting that you would probably be more likely to obtain funding for your PhD at a reputable university with a good supervisor.
