can i downgrade ios 7

Im am ultimately looking to unlock the phone as the passcode was entered to many times, it is a iphone4s. it is not my phone and it is disabled. i dont have the account details it was synched with. can i downgrade to ios 6 so i can unlock it?? i have another iphone with this software on it if that is any help to me. is it possible to unlock it with ios7 stil running?

No as Apple are not signing any iOS6 firmwares anymore. The only way you would do it is if you had saved the older SHSH blobs firmware.

And also, it sounds like the phone is stolen..... just saying.
