have just got the first of several plants im going to plant(spirea Augusta) and am wondering that if it was advisable to keep them potted indoors during the winter and then plant them in spring to avoid frost or should i plant them now as they were meant to be planted in August.
    Bottle-brush (/Callistemon rigidus/)
    Echium (/Echium pininana/)
Silver Tassle bush (/Garrya eliptica 'James
    Roof'/)
Guelder rose, An Chaor Chon (Irish) (bare root
    plants)
Charles Joly' Lilac (/Syringa vulgaris 'Charles Joly'/)
Magnolia, Chinese magnolia (/Magolia sieboldii 'Collossus'/
    Spirea Augusta
    Fuchsia Hawkshead

No, don't keep them indoors, now is a very good time to plant them.

If the plants are going to get frost damaged, they will so in the future and may be inappropriate for your garden.
Frost fleece is good for frost protection.

most of what you list will tolerate frost but prolonged hard frost will kill the bottle brush. All of you deciduous stock will be dormant and shouldn't be affected by frost. Garrya is very hardy.

So to answer your question, need doesn't arise so not point. BTW, planting now will allow plants to 'settle' before winter.

Frost by itself is not a real problem for any of them, frost coupled with poor drainage is the big danger. If your soil is poorly drained dig in plenty of grit before planting.
