I'm not sure if this is the right place but has anybody use something like the garmin rino http://sites.garmin.com/rino/ but that can be used in Europe.

the a walkie talkie with a gps unit built in and it send your location to other unit when you talk.

Yes, there actually was one of those things years ago. I never used it myself, but I remember reading about it at the time.

I doubt you can buy them anywhere nowadays, though...
