What's happening on skerries coast road?

Just wondering what's happening .there was a JcB and a big lorry that actually reversed into a tiny space ,which is what got my attention.felt like stopping the car and giving him a round if applause. Just wondering what's happening .??

I think it's part of the Coastal Erosion Scheme under Emergency Sea Defence Works.
