if it's power tools just use a site trafo

or you can buy a trafo, wall-mount it and wire a socket off it...about 2kva rating

if it's a small appliance that's permanently connected ,the trafo will only need to match the appliance rating

Is it possible to have just a 110 socket wired from a consumer unit ?

It would be if the consumer unit had a 110V supply.
So you could install a 230/110V transformer & from this supply a 110V consumer unit. If a board has both 230 & 110V present it would be advisable to have proper segregation with mechanical barriers and use different color cables.

Not really. You would need a site transformer as said, and either plug it into a standard socket, or wire it to a circuit from the consumer unit, and wire its output to a 110v socket if keeping the transformer out of sight was preferred.
