Set of tablets being used by a class of school kids. How can a block be put on downloading free apps?

obviously for any paid apps a password needs to be entered but there seems to be no block when downloading free apps. School obviously have issues if kids can download. how can a restriction be placed on all downloads?

Do you know what version of Android is on them? The past couple of versions have had users and parental control built in, you just have to activate it.

Might be too late as you already have the tablets but you should contact / search Google Education. Google are pushing to get into education and are rolling out loads of special offers and features as such.
