Dog aggressive while on a leash

    I have two 2 and a half year old male Pomeranian's. Both of them are fine off the leash running around playing with each other and are not aggressive with other dogs at all. However one of them will get very aggressive while close to another dog while i have him on the leash. He is relentless and nothing i do will calm him down other than letting him come face to face with the dog then he is the most playful dog in the world.

    I think he feels restricted by the leash when he wants to go meet another dog and from the outside that looks like hes being aggressive and wants to attack the other dog.

    Any advice is most welcome
