    If you have a door with a glass panel, just print it on plain paper and put it on the inside, otherwise get it laminated and stick it outside.

    You could make something like that on any graphics program

    It's what you will be printing it on will be the issue (paper, vinyl sticker, corriboard etc)

    As is paint (Built into Windows)
    You could use Word, or any Document Writer.
