Comreg rules against Eircom (30 day Notice)

Just stumbled across this and thought it might be helpful to others in relation to out of contract customers being charged penalties for not supplying 30 day notice to switch providers. http://www.uswitch.ie/broadband/news/2013/12/13/comreg-rules-against-eircom/ Will this ruling impact on other service providers like Sky?

I wonder would this apply to UPC also?

Edit: Scratch that - appears to be only Eircom because they are the USP.
