    what format do Kobo ebooks come in?

    can anyone point me to a site where I can download some free books?

    EPUB is standard for Kobo, I highly recommend the free Calibre software to manage your ebook library/device, it's streets ahead of the Kobo software. Calibre also allows you to convert ebooks to whatever format you want.

    Feedbooks is a great site.
    Here's a link to their Public Domain stuff.
    The ebooks there are well formatted and the site is easily navigated. Even when the source is Project Gutenberg the ebooks have been updated to include covers and there is additional info on each book e.g. The translator, word count and even an estimated reading time based on the word count.
    All the usual classics, Dickens, London, Austen, Forster et al, plus comprehensive L.Frank Baum, Robert. E. Howard, Sax Rohmer, Edgar Rice Burroughs etc.
    Well worth a browse.
