Driving in Canada

Can anybody help me out with this. I will be hoping to go to Canada soon on a 2 year visa. If you don't have a full licence in Ireland are you able to gain a learners permit in Canada if you are there on a working visa. I am not a Canadian citizen but I will be there for 2 years so I will need a car to gain better access to jobs.

You need to hold an Irish license for two years before you can get approval to skip straight to doing the advanced road test
