Just reinstalled a US purchased Vista Sony Vaio laptop and have the regional language and keyboard set to English\Irish via the control panel but the @ sign and " signs remain reversed. Is there anything else I can do to get them in the correct order for use in Ireland?

As well as setting Irish as default, you should remove all the other keyboards (like in the screenshot) and then give a quick reboot. Helps to make sure default language is Irish / Ireland or UK too.
