I see during the past year we quietly acquired a Rear Admiral in the person of Dr Mark Mellett DSM DCS Sp. I dont quibble with his outstanding service record and no doubt he's an asset to the DF and the state, but just a bit surprised to see it during the public service moratorium

Whats the story with the Rear Admiral rank, is it a new activation? I dont recall anything but Commodores in my lifetime. Does he remain the Flag Officer or is there a new Naval Service boss?

He is D COS of the Defence Forces, new Flag in the NS.

    Correct.

As he was being promoted and as he is a NS officer, the equivalent rank needed to be "created".

A rear admiral is the Naval Equivalent of a Major General. There was a Major General Vacancy(DCOS(Support), which the former FOCNS was qualified to apply for. As it turned out he was most qualified, and was accordingly appointed.

While a moratorium is in place, there has been many promotions, all which are first approved by DPER.

His former position, FOCNS at the rank of Commodore, has recently been filled by Hugh Tully, who was promoted from Captain to Commodore.

There was nothing quiet about the promotions, you just weren't listening in the right places.

Yes, thanks for that, evidently or I wouldnt have asked the question. Only the Examiner seemed to profile it, which I saw in retrospect. Im off to remove the cloth from my ears.

DF and DOD website also covered it in great detail.
