Why cant I transfer to AIB

I went to transfer from my BOI ac to another AIB account I was not able to do this. The clerk told me that no loger can BOI transfer to AIB customers Why is this? Suely the availability to transfer is a service a bank should be supplying

This is a service provided by Bank of Ireland however transfers of this nature need to be requested via Bank of Ireland 365 Online.
