I am trying to apply for a post in my local penneys store however I have been unsuccessful in finding the correct link to apply online. Could anyone help with this?

Have you tried walking into the store you want to apply for, and asking them how to apply to work there?

They always tell you to apply online, if the shop isn't listed they might not be looking for people.

Ring the head office and ask for the HR dept. Then ask them if there is any vacancies and a direct email address.
