Best Quad Core Wifi & 3G 10' Tablet

Any ideas on above would be appreciated as will be used in countryside with no wifi, a 3g connection will be required. Apple products seem very expensive as will mostly be used for web browsing. All android tablets I saw are wifi only so no good.
