    Outside of a camp site i wouldnt imagine so as most if not all would be privately owned the bit that isnt will be cliffs from the top of howth head. Where were you planning on going to camp and what kind of camping. i know the gardai would patrol the areas roads frequently enough and any campers are likely to be reported by local residence. If its a camping/drinking party than definatly no youll be reported if your wild camping then stay out of sight and you might be ok
