Looking for a wifi solution

Hi, Looking for hardware that would allow some kind of banner page/disclaimer for people to agree to when logging into wifi. Currently using a old eircom modem attached to an apple airport extreme to share out the wifi (modem kept falling over when it had that task). There must be some form of modem routers that allow this?
