    Surely they'll have to put more concrete proposals to the Swiss people, including the consequences for Swiss exports etc. resulting from tearing up bilateral treaties withe the EU.

    Without getting into a whole debate about Swiss politics & referendums - I believe that the Federal Government must implement the measures as approved by the latest referendum within 3 years. This probably gives time for a second referendum to counter the latest one, but in reality - the Swiss government does as it's people say.

    Most likely it will only impact new comers, so if you are all ready in place you should be OK
