Bikes on the bridges mystery

For years theres been a white bicycle chained to the railings at Harolds X Bridge at the Grove Rd junction. Now another one has popped up at Portobello Bridge on the opposite side of the Barge pub.....decorated with flowers!!! Anyone know if they have any sort of symbolic meaning :confused:

The Dublin Cycling Campaign (DCC) has chained a single white bicycle to the railings at Harold's Cross Bridge to highlight the fact that a cyclist was killed at that location.
