drilling well with hand pump

For a community garden project, I am looking for details, cost, and ultimately someone who can drill a well to be used with a handpump. So no deep drilling and casing, just a pipe in the ground with a hand pump atop. I believe this cannot be deeper than 30feet for a suction pump to function. Please advise with contact…
